This month, the impacts of climate change have intensified globally, marked by severe droughts in Central America and along the Colorado River, and record heat waves in Europe whose annual adaptation costs are now estimated at €70 billion. In parallel, contamination by PFAS ("forever chemicals") is emerging as a paramount public health and regulatory challenge, with widespread pollution detected in food and water across Europe, and a major settlement agreement of $450 million in the United States involving chemical manufacturer Chemours. On the regulatory front, the European Union has finalized its deforestation legislation (EUDR) despite international criticism, but has opted for a lighter-touch approach to the revision of chemical regulation (REACH), illustrating tensions between environmental ambitions and industrial pressures. Finally, positive signals are emerging with approval of a global fund of $3.9 billion for environmental projects and the development of innovative wastewater reuse solutions in South Africa and Australia to strengthen water security.

The Proliferation of Climate Crises Demands Costly and Urgent Adaptation

The period has been marked by a dramatic acceleration of climate change impacts worldwide, highlighting the urgency and cost of adaptation. In Europe, a record heat wave has renewed interest in extreme climate scenarios, with current temperatures in France exceeding projections established for 2050 (Washington Post, 25/06). This situation carries grave human and financial consequences: more than 1,300 additional deaths related to heat were recorded at the end of June, and the annual adaptation cost for the continent is now estimated at €70 billion. In response, the European Commission mobilized a record 777 firefighters for fire-risk zones, and the European Parliament approved aid of €144.1 million for Spain, Romania, and Cyprus following 2025 disasters (EU Observer, 08/07).

This trend is not limited to Europe. In Central America, prolonged drought poses a famine threat to millions of people (NZ Herald, 18/06). In the United States, the Colorado River basin continues its decline toward historically low levels, exacerbating legal tensions among the seven states dependent on it, despite emergency measures to replenish Lake Powell (The Morning Call, 29/06; NYT, 17/06). In South Africa, climate impacts are no longer merely an environmental matter but a fundamental rights crisis, affecting access to education and health and calling for a proactive government adaptation strategy (Daily Maverick, 03/07). Globally, UNICEF warns that nearly half of all children, or 1.1 billion, are exposed to multiple simultaneous climate shocks (floods, droughts, extreme heat), compromising their access to vital resources such as clean water (Mail & Guardian, 17/06). Finally, in the Arctic, the ocean may have reached a tipping point with rapid acidification that threatens the entire marine food chain (New Scientist, 16/06).

PFAS Contamination Emerges as a Global Public Health and Regulatory Challenge

The question of per- and polyfluoroalkyl substances (PFAS), or "forever chemicals," has taken on critical dimensions this month, with major revelations and regulatory actions across several continents.

In Europe, investigations have highlighted the extent of contamination. A study by Pesticide Action Network (PAN) Europe revealed that nearly 6 out of 10 strawberry samples cultivated in eleven European countries contain PFAS derived from pesticides (Reporterre, 07/07). More broadly, an analysis conducted by Surfrider Foundation Europe showed that all 107 bathing sites (coastlines, lakes, and rivers) tested in France in 2025 were positive for PFAS, confirming widespread contamination of aquatic environments (Reporterre, 07/07; Actu-Environnement, 03/07). The sources of this pollution are diverse, including pharmaceuticals that contain them and contribute to their dissemination, although PFAS-free alternatives are deemed possible (FAZ - Aktuell, 29/06). A Swiss study further identified elderly men and regular fish consumers as the most contaminated, underscoring the bioaccumulation of these compounds (Le Temps, 25/06).

Faced with this crisis, regulatory response is taking shape. In the United States, chemical company Chemours accepted a settlement agreement of $450 million with federal authorities to resolve litigation related to chronic water and soil pollution by PFAS from its facilities (archive.md, 26/06). Also in the United States, a bill in Oregon aims to assess the presence of PFAS in fields fertilized with sewage sludge, a pathway for agricultural contamination (archive.is, 29/06). In Europe, REACH regulation is considering restricting PFAS in refrigerant fluids for heat pumps to control leakage (Actu-Environnement, 07/07).

Environmental Regulation Oscillates Between Targeted Advances and Industrial Pressures

The global environmental regulatory framework is experiencing contrasting developments, between the adoption of ambitious texts and retreats in the face of economic pressures.

The European Union published on 13 July the final delegated act of its deforestation regulation (EUDR), according to EU Observer of 13 July 2026, confirming the inclusion of instant coffee and palm oil derivatives but removing leather. Despite a reduction of approximately 75 percent in the initial due diligence requirements and strong criticism from trading partners, notably the United States which denounces "selective protectionism," this text is inspiring other countries such as the United Kingdom, which is preparing similar legislation (EU Observer, 13/07). Conversely, the long-awaited revision of the European chemical regulation (REACH) has been abandoned in favor of a "simplification," a decision reflecting the preferences of several member states expressed at the Environment Council of 25 June (Contexte, 29/06). This approach raises concerns, particularly regarding the management of endocrine disruptors and the "cocktail effect" of pollution.

A report by Corporate Europe Observatory (CEO) and the European Environmental Bureau (EEB) has furthermore denounced industrial influence within the new Critical Chemicals Alliance (CCA), launched by the Commission to identify "critical" chemical substances. According to the report, the working group is dominated by the very companies it is meant to oversee, creating a risk of major conflict of interest (euobserver.com, 08/07).

On the judicial and law enforcement front, signals are similarly mixed. An inter-judicial dialogue is developing among regional human rights courts (European, Inter-American, African) to strengthen state obligations in the face of climate change, recognizing a right to a healthy climate (verfassungsblog.de, 17/06). At the national level, justice sometimes sanctions polluters, as in France where a subsidiary of Sodiaal Group was fined €101,000 for caustic pollution (Actu-Environnement, 24/06), or in Belgium where the Walloon Region obtained €12 million in reparation for ecological harm to the Scheldt (Actu-Environnement, 24/06). However, in France, the weakness of sanctions and lack of enforcement resources make water pollution often less costly than compliance with standards, undermining the European objective of good water status by 2027 (Reporterre, 29/06).

Water Circular Economy: Innovative Projects Emerge as Resources Become Scarce

Facing mounting pressure on water resources, circular economy strategies are developing worldwide, transforming wastewater into a valuable resource.

In South Africa, a pilot project conducted in Benoni in collaboration with Swiss universities is exploring decentralized and "low-tech" approaches to non-potable wastewater reuse. The objective is to reduce pressure on centralized infrastructure and promote more sustainable water management in a context of water crisis (Mail & Guardian, 06/07).

In Australia, several cities are implementing technologies to convert heat from wastewater into thermal energy for heating and air-conditioning buildings. This energy valorization approach is part of a circularity strategy aimed at reducing energy consumption in urban centers by exploiting a resource previously considered waste (archive.ph, 26/06). These initiatives illustrate a global trend toward closing resource loops as an essential strategy for climate adaptation and urban resilience.

Biodiversity and Financing: Structural Advances in Conservation

Biodiversity protection has benefited from notable advances, both scientifically and financially and regulatorily. More than 180 countries approved a financing envelope of $3.9 billion allocated by the Global Environment Facility (GEF) for the 2026–2030 period. These funds will support biodiversity conservation and climate adaptation projects, with particular emphasis (35 percent) on least developed countries and small island developing states (Global Government Forum, 17/06).

On the scientific front, a study published in Nature has reaffirmed the fundamental role of food web complexity in ecosystem health. The analysis, covering diverse environments (marine, lacustrine, fluvial), demonstrates how species richness supports the overall functioning of the ecosystem (Nature (Bluesky), 02/07).

Brazil has taken an important step toward protecting its fauna by updating its national list of threatened species, which now includes 790 species or subspecies, with 180 new additions. This list, managed by the Chico Mendes Institute for Biodiversity Conservation (ICMBio), constitutes an essential tool for guiding the country's conservation policies (Agência Brasil, 24/06). In South Africa, similar conservation efforts are concentrating on the Kogelberg biosphere reserve to protect the unique fynbos ecosystem (Mail & Guardian, 09/07).
